Q3: Are detailed designs and specifications necessary?

Yes, in the Regulation it is stated clearly the need to provide details, at least 2 and not more than 4 working drawings, detailed design calculations relating to one or more of the candidates submitted drawings ' a set of quantities including take off sheets.

Yes, specification for that particular design of the work you have done just to show that the job has been specifically done by you.

Q4: Can a new design done by an engineer be accepted? What are the details required in the report? Can the specification of the project done by the engineers be submitted?

Yes, if you can proof that the design is yours.
In your report, you can include your work, supervision, working calculation, experience whether in design office or on site, etc. and how you solved the problems encountered. All design problems can be mentioned and indication on how you overcame them.
Yes, the specifications can be accepted.
